While will a new immigration law be different?

There's really nothing wrong with the old 1986 immigration law IRCA (bi-partisan support, allowed for guest workers, amnesty, more border control, and had penalties for hiring illegals) except it wasn't enforced--and it wasn't liberal enough for Democrats after it was passed and they just can't keep a promise. So why will a new one do the job?
