The answer to low pay for illegal immigrants

The author of an article in the Law Journal of La Raza (Berkeley, CA)says that undocumented illegals need stronger rights and should be paid the same salaries as documented legal immigrants to prevent employers with legal employees from being under bid by the bad guys. This is because. . . well, the federal laws against employers hiring them aren't being enforced, and the borders aren't secure, so it naturally follows that the workers need higher pay!
